CAQM frames policy to reduce the menace of air pollution in Delhi-NCR.

The policy deals with clean fuels & electric mobility, public transportation, road traffic management, thermal power plants, diesel generators, and the bursting of firecrackers.

The Commission for Air Quality Management in NCR & Adjoining Areas (CAQM) has formulated a Comprehensive Policy to reduce air pollution in Delhi-NCR. In this policy, CAQM has taken a differentiated geographical approach to improve the National Capital Region’s air quality.

The policy contains sector-wise recommendations for Agencies and Departments of the Central Government, NCR State Governments, and Delhi Government, along with the Central Pollution Control Board (CPCB) and State Pollution Control Boards (PCBs) of NCR.

The policy has recommended the Delhi Government to use its ₹ 1,016 crores green cess fund to purchase electric buses for Delhi’s public transport. It also urges the Delhi government to promote electric vehicles and increase the charging infrastructure.

CAQM appreciated the EV policy of Delhi-NCR states. It further suggests the governments to create timelines and targets for a long-term strategy for incentivising EVs.

The policy also suggests retrofitting old and overaged petrol/diesel vehicles into electric vehicles.

Other Key suggestions in the policy for E-mobility are as follows:

  • Faster EV adoption in intra-city commercial transport and in 2/3 wheeler segments.
  • Commercial vehicles/cabs of OLA/UBER/private should run only on gas/electricity.
  • Encourage electric vehicles, no sale of petrol and diesel vehicles in Delhi.
  • One car per family norm — if required, the second should be EV/CNG only.
  • Electric vehicles should be exempted from relevant taxes.
  • Electric/CNG/hybrid diesel buses for public transport, EV for private vehicles.
  • A complete ban on area-specific vehicle movements except for cycle/EVs and others.

The policy framed by CAQM also deals with thermal power plants (TPPs), public transportation, road traffic management, diesel generators (DGs), bursting of firecrackers, and reducing air pollution through greening and plantation.
